Your ground sounds like what I have.  Clay with a "perched water table".
Only the clay here goes down 40 feet.  Also, we have "cemented hard pan"
a few feet down. It is pretty much water tight. It sounds like you might have that as well. Absolutely fantastic for RF. Very high conductivity. Good for RF, lousy for growing stuff, except rice.
Can be improved for agriculture by deep plowing known as "ripping".

At this QTH, fewer radials are needed vs "normal" ground.
