You should be able to reduce the element size by a factor equal to the
ratio of frequencies.  I.E., 27/28=.964  

Just multiply the present wire length by .964 to get the new length for
ten meters, and change the frequencies to what you are aiming for, of
course.  

The element spacing can probably be left as is.
