If you mean to tack weld the re-bar near the bottom's of the J bolts, this
is an excellent idea.  I didn't have the facilities to do this.

My tower base was 60 inches on a side, so your comments about using
a solid piece of plywood as a template are well taken.  Can't easily get a
single sheet that size, anyway.

My frame was made out of "true" 2x4's from my old barn.  I fastened it
with big lag bolts and used plenty of reinforcing wood at each joint.  It
was plenty stiff, and allowed access to the concrete.

The bolt pattern fits perfectly at the bottom of the threads, but because
the bolts drifted slightly out of true vertical, they don't line up perfectly
with the holes at the top of the thread.  Thus my problem is only getting
the tower started on the bolts.  Once started, it will work fine.

Solution thus far has been a combination of hydraulic jacking and plain
old sledge hammering.
