The requirement is that the tower be painted in 7 areas divided into
the length of the tower.  That is, it shall be painted alternate red
and white for a total of 7 differently colored areas evenly spaced over
the length of the tower.  It has nothing whatever to do with the height
of the tower other than:

(1)  A tower exceeding 200 feet and having blinking red lights shall be
     painted with alternate red and white areas.

(2)  A tower exceeding 200 feet and having strobe lights shall not need
     to be painted alternate red and white areas.

(3)  A tower that does not exceed 200 feet does not need to be painted
     or illuminated.
