That could be. I think if you were looking for making a big change in a
short period of time, something like that would be the best approach.
If you, or anyone else, is interested in this, you should contact Carl,
K9LA, the editor of the NCJ and propose the idea. Currently, the NCJ
sponsors something like 12 contests/year. Probably the main obstacle
to taking on another contest would be someone to do all the work.
It is possible to do it without a magazine. The Stew Perry Topband
Distance Challenge has grown into a fairly significant event without
it.

I think the ARRL will make improvements over the next couple of years.
However, the ARRL (or CQ) will never have the resources available to get
the results out as soon as some would like. For this to happen, someone
will need to organize their own contest and put the hours of work into
it to make it happen.
