Let me get this straight.....
 
  We are proposing to have a "calling frequency" that no one can call  on?
 
  We are proposing to ban 144.200 and already heard the potential for  abuse 
from people that are too wide ( for whatever reason ) and may think they  are 
on 144.197 or 144.203....soooo why not just forbid anything from 144.175  
through 144.225? or anything below 144.300? ( except CW of course...even though 
 
there will be very few venturing to look for it because of VFO-Carpel  tunnel  
syndrome after a few hours )
 
  One of our Founding Fathers ( Jefferson maybe ? ), reminded us that  the " 
The Government that governs best, governs "least".
 
  I suggest the ARRL-VUAC etc, remember that.
