The limits apply to within 100 miles of Otis Air Force Base (Cape Cod, MA)
which has a PAVE PAWS radar operating around 70cm.
Apparently exceptions are sometimes granted. At least one group operated a VHF
contest with power from Martha's Vineyard or Nantucket with permission.
There has been info in QST on this. 70 cm repeaters were causing interference
with the radar and there was an extensive negotiation between the military and
ARRL to bring the repeaters into compliance without shutting them down totally.
