My observation is that it does merge all the old spots also.

Agree with Jeff, K8ND, on both points. When we would reboot at PJ2T in
the middle of CQWWSSB, to clear a crash, the first thing I would see on
the rebooted computer as it linked to the network was a flood of old gab
messages - ones that in some cases were many hours old. On a reconnect,
WL seems to merge logs, merge bandmaps (?), and drag old gab messages
out of a buffer somewhere?
Another large multi-op (who, for reasons I can't figure out, would
prefer not to post) sent me private email - he has the problem as well
after the log gets large. Typically 5 fast machines running XP.
