Hi Walter,
may be the installation routine of your PCI soundcard didn't install
the Windows drivers only but in addition the legacy driver. And this
legacy driver seems to use the same IRQ as your ISA-soundboard. The
Legacy Audio Device is not needed if you will run Windows software
only.
When you install the PCI soundcard again try to disable the
installation of the legacy audio device. If this is somehow not
possible then delete the Legacy Audio Deveice from your hardware
configuration after the installing of the PCI-soundcard drivers.

I hope this will help because your description of the problem is not
very exactly.
