I don't think so! Let's say for sake of argument that you're working guys at
180/hour, or 3/minute (a rate attainable by only the best CW operators).
That's 20 seconds per QSO. It takes about 3-4 seconds to send a call and
report on CW. How do you expect to relclaim 10 seconds per QSO by speeding up
the CW?
