It's exactly what must happen.

Additional points can be achieved by QTCs. A QTC is the report of a contest QSO
back to a European station (exception: RTTY, see part 13).

establish contact several times to complete the quota.

So what is "establish contact several times" ?
if it is on the same band it must be "dupe", but nevertheless it is
just correct logging - you have a second contact to it.
Well during the contest You will just end up to have larger QSO numbers
than counting QSOs... never mind :)
and if you send a cabrillo, you will have all dupes listet in it,
and this is correct, too. The log analysis will get along with this.
