To be honest, I'm still not sure EXACTLY what that means. Is KP2 (VI), KP4
(PR), KL7 (AK) or KH6 (PAC) considered ARRL Section or DX. I think the
rules could be made less interpretive. For instance, I copied a KP4 sending
599 PR.
