[WriteLog] ARRL Roundup report Info...

 I'm getting a lot of question on Roundup reports. What do I send in etc. I
got
 this or that kicked back because etc. When you use the cabrillo format make
sure
 you have RST normally 599 and STATE not Serial numbers.. Naturally, this
only
 applies to the US 48 and VE province entrants. DX stations do send Serial
Numbers.
 Only DX Stations send serial numbers in Roundup test..
