[WriteLog] workaround for failure to send CW message longer than 7 characters on certain winkeyer hardware configurations

This problem apparently only appears in WriteLog's "CW keyer type" set
to "WinKey+OTRSP pipes".
The symptom is that any f-key message longer than 7 characters will only
send the first 7 characters and then hang.

One possible workaround is this setting in writelog.ini:
  [WinKey]
  BufferLevelSetting=12
This setting raises the limit to 13 characters.

This will be fixed in a future release of WriteLog.
