It looks like your low B+ problem is because the step start relay is not pulling in. This means that the resistor is permanently in series with the mains... and will be having a very hard time. Don't

why not check the 120vac with a voltmeter after the step-start circuit ?? probely you have to change the resistor from the st-st circuit. for chematics look at http://www.harbachelectronics.com/ and

Jeff, It's time to learn the fine art of reverse engineering. Make sure the HV caps are discharged and the unit is unplugged. Then get out your ohmmeter and start tracing the wiring, so you can draw
