Another reason might be is that Agilent is not too happy with the ham community right now as both groups are opposed in the BPL conflict. Hams are the most vociferous and efficient opponents to BPL..

It is not that. A few days back I contacted Agilent via a web link on their test and measurement page, to ask for permission to put manuals of unsupported equipment and application notes on the web.
