No. No plate voltage causes the grid meter to pin at low levels of drive. In a GG amp a negative grid meter swing is caused by a short from the cathode to chassis ground. That can be a shorted tube

In a GG amp a negative grid meter swing is caused by a short from the cathode to chassis ground. That can be a shorted tube or anything on the cathode shorted to the chassis. In an Sb-220, if the amp
