Many just wind their own and experiment until they get the correct voltage. Most overvoltage is due to amps designed in the 60's and 70's when the AC line was 117/234; now it is often as high as 125/

I use 5 Watt wire wound resistors of 0.1 and 0.22 Ohms and series/parallel a heap of them up to get the desired resistance/power dissipation level. You gotta overkill on the power rating because you
