I have a HV power supply that sits at 4950v no load.  I am thinking of dropping the HV primary by using a 15.8v 24a transformer as a buck -boost device by putting the secondary in series with the HV

It all depends what your primary current is however with a 24A winding it should have very little regulation effect on a legal amp. Ive been using bucking transformers on vintage ham and house radios
