While lid-ish behavior is frowned upon, period, and it would have been courteous to QSY, did this really disrupt *Emergency* traffic, or traffic related to a natural disaster but not of an emergency

I translate that rule to "you can't have a separate operator operating the antennas during the contest." My buddy can't run around swapping coax, or repairing the low band antennas while I work 20m.
