I recall something similar ... being described in Ham Radio magazine about the time frame you mentioned ... the QST article was much later. Always wanted to build the HR idea, and see how it worked.

What does the amp show for output when driven into a Dummy Load? I would run that test next, before I started buying new tubes/etc. Spend some time doing a bit of troubleshooting to find the problem.
