On the Orion I, and I assume it's the same on the II, the "Tuned" indicator only stays on if the tuner can successfully bring the SWR below about 2:1. If it cannot, the "tuned" line is turned off. 73

One small correction - steel wool is not recommended because it will leave small particles of the steel wool on the aluminum, and embedded in it. Wire brush or Scotchbrite are the best choices. 73, D
