The Paragon is a lot different from PII. I would go for my money back unless it was a give away. Old Paragons were known for bad solder joints all over. PII is more line Omni 6. With general coverage

  Apparently, Gary Greene had said that you can bias finals and drivers in the Jupiter by measuring ,7 volts at r21 which is a stand up resistor and easily located, and r23 which I cannot locate. Can

Normal, and manual indicates sensitivity is about .3 micro volts on higher bands, and 2 or 3 microvolts on 160 if my rememberer is working. You CAN make 160 more sensitive, but you have to go deeper
