Most probable fix would be operating the rx/tx antenna switch several times (on back of the rig). Common malady with V's and Paragons. 73 Jay W7CW in Wyoming Over does 73, Jay W7CW in Gillette, Wyomi

My Paragon does this too. My guess is the T/R relay or the band relay. I haven't had the time or inclination to dig into it yet. Putting out some power through the relays does fix it, so my guess it
