I found exactly the same, Steve. The (brown-ish) foam packing had disintegrated so badly that I could neither remove it in one chunk, nor could I put it back. I suspect its caused by age rather than

I'm leaning toward using some felt glued to the aluminum base. This should help reduce resonance and sound transfer. Possibly some on the bottom of the relay board might help too. That sound deading
