I have a F12 C4-SXL...a great antenna, same weight as a SteppIR, with 2 elements on 40. Ideally I'd have a 2 ele 40 and a SteppIR, but for one antenna, the C4-SXL does quite a bit, and works well too

No, the 4 foot steel base is just fine, level, and correctly placed in concrete. The top of the titlover base has one of the base stubs (that is bolted in place, but stuck) is off by about 1/4 inch,
