In the USA, that's a moot issue. At my QTH, quite moot. Not running on a generator... not likely to run a kilowatt on a generator, if I have to go to emergency back up power. Like a motor controller

In general, larger fans run at lower RPMs are the quietest. You can outboard a larger fan and run the air through a length of ducting, flexible or solid as long as it is a "squirrel cage" type blower
