My view was that "equipment" included anything used to convert a signal into what is heard by operator?s ear, or converted the operator?s volitional acts (e.g. taps, finger twitches, or spoken words)

I have a slightly different perspective. Winners *need* second-rate operators and newbies. Even people that use their last two and spell out the name with double phonetics count for points (usually).
