Hello, I recently bought a Scout at an estate sale. I am not sure it is transmitting, or that the meter is working right It receives off the air OK, but the meter stays about halfway across the scale

THX Stuart, Power meter shows pretty good output. I think the meter is simply binding and I think it was dropped in shipping. I noticed that it does not return to zero when the power is turned off. A
