I feel that `Equitable Scoring Control' for contesting is as unworkable as it can possibly be. What the likely outcome of such a system would be in my opinion would be to have many east coast contest

The only way I know of that you can accomplish this for all tasks is to write/buy a Terminate and Stay Resident Driver (TSR) that takes over the keyboard interrupt and remaps the key to what you want
