What is the reason for the inconsistency? As per 97.119(g) below, a foreign operator must sign W4/G3AAA but a Canadian must sign VO1HE/W4. I think all location modifiers should be before the callsign

That may be so but when you're putting them all together for DXCC checking, I think they like seeing one contact per card. Otherwise, I think they charge you for having to check superfluous contacts;
