Les, Is there anything in the tank circuit that could be breaking down? And do you have big diodes from B- to chassis at the power supply. My understanding is the purpose of them is to prevent damage

If they need gettering, putting full HV on them will cause them to arc, by definition. Maybe you could put a large value resistor in the HV lead temporarily and see if they can take it. Rick K2XT ___
