The FCC has agreed that the buoys need licensing they don't have, but rather that requiring compliance they have simply declared that the Part 80 (Marine) license now covers this Part 90 activity.  T

A few hundred Watts might do it.  Short antenna, low feed point impedance, inefficient tuner settings, and suddenly the tuner is dissipating a lot of the RF that was meant to pass through.  :( 'JK In
