I not being a relay expert either, I wonder if the slow brake is due to some sort of residual "permanent" magnetism on the core of the relay??? Maybe just a demagnetizing might help the problem??? Ph

If you can read through the coil the same resistance in both directions (checking for internal diodes), why not try reversing the DC polarity to the coil? That should help with "stiction" or whatever
