If the tubes have air leaks they are good for display only. If it is outgassing from the anode then runing them with some color a few times a year will regetter them. The graphite plate versions seem

They may still be made in Europe, I bought some NOS Swedish military Philips with 1999 date codes last year. Since the 813 came out in 1939 Id go for the newest date codes I could find and hope for t
