John, eBay has them all the time, just do a search for Hipot or Hypot. I bought an Associated Research model a while back for $50 which will go to 5 kV AC or DC. It had just been calibrated at a cal.

John, You don't want to use a jacobs ladder but you can use the transformer to build yourself a good hi-pot tester. There are a couple of good links to hi-pot testers on the web. You can build one of
