If the tubes are soft, there will be (usually) a blue glow between electrodes when drawing current (I have seen it tend more to purple). The emission could be down, which would explain the problem: y

The original questionner asked if maybe the tubes were soft. My suggestion was that if they weren't (no blue or purple glow between electrodes), low emission was a more likely cause of his problem. I
