Andy, DX stations (that is non-W/VE) are certainly welcome to participate, but they can only work W/VE stations. Even with this limitation, it still is a reasonably interesting contest for them becau

The oddity to this contest is that unlike all ARRL and CQ contests in which states are multipliers, for NAQP the District of Columbia (DC) uniquely is counted as Maryland although it isn't in Marylan
