No, they have not withdrawn RM-11708 although that would be the right thing to do. They withdrew a *PREVIOUS* petition in which they had asked that the FCC delete the entire table of specified emiss

It's not just the amateur service... there is an NPRM (filing 10-119) to restructure Part 95 (GMRS/FRS & some others) that was opened in June of 2010, has had no comments filed since September 2013,
