The color code is in accordance with the National Electric Code which should always be followed but is not always, Henry Radio in their amps did not follow the color code. The black is always the hot

IT DOES MAKE A DIFFERENCE! When you switch white, you do interrupt the power to the transformer, so it has no output, BUT, you leave all of the power wiring hot with respect to ground while the cord

Be careful about this. In equipment that uses a transformer power supply it is probably okay to do this. Just make sure that the hot lead of the power cord is the lead that goes to the fuse and the
