If I switch from the 500 hz filter to the 250 hz filter the tone heard in the speaker does NOT change. Just the signal strength changes. To bring the signal strength back up I must tune up the band.

Or you could just re-read closely the Ten-Tec owner's manual and note the recommendation to move the PBT to either 11 or 1 o'clock depending upon the band you are using and the sideband the CW is off

Actually I am trying to reconcile the differences between the center frequency of the 500 Hz filter and the 250 Hz filter, both in the 6.3 mHz PB IF. The center frequencies should be the same -( 6.29

Yes it would be much nicer if all of your 6.3 MHz IF filters had the same center frequency. It sounds like you have determined that they do not. So then when switching between filters you will need
