Hello: CW keying waveforms are shown on p.11 of the ARRL's Expanded Test-Result Report for the Orion. I believe that this material may contain an error. For Fig. A, top trace, the caption states that

It's exaclty what you need for safe QSK operations. As far as I understood, the ORION has a fixed CW delay of 20 ms. Those 20ms are intended to prevent amplifiers from hot switching (as long as their
