If you are referring to all the LED's around the keypad and not the digital frequency display then it is a symptom that the master reference OCXO (TCXO if modified) oscillator - isn't (oscillating).

Always make sure the radio and the computer used for control are wired to the same outlet strip on the same wall plug. Many ground loops are caused by not observing this standard. -Stuart K5KVH _____
