Not sure what the problem could be. I run my Orion into an Alpha 99 and can run any power I like from about 200W through 1500(+) by just turning up the "Power" level (once it's tuned at full power).
What kind of amp are you driving, Tom? If it's a grounded-grid amp, your values aren't that far off (most require full 100W output on the drive to reach full rated output.) If it is, then I'd wonder

Hi Jerry, I am using the power reading on my Palstar AT1500 tuner. It's manual doesn't say if it is reading peak or average, but the troubling thing is, the IC765 is able to make that watt meter read
The website says the AT1500DT has an 'active peak/peak hold' meter. As Jerry said, tune up the amp at 500 Watts CW, then run the output of the O2 until the Palstar shows 500 Watts peak out. Ron N6IE
