I don't think the current owner really know what it is. He says it's made by "Roan Tower Co" and it's a "pro 60". (Of course Rohn Towers doesn't have a 'pro 60' model that I can find. He also says it

Steve, That's a Universal Aluminum Tower. With 18" at the base, tapering as you go upward [looks like three tapers]. Universal Tower is manufactured in : 30" 26" 22" 18" 14" 11"[really 10"] and 7". T

The American Steel towers, at least the two bolt versions (and all of the one bolt I've seen) use a round cross base, flattened at the tower legs where the tower in question uses flat, stamped cross
