There are chemical "treatments" that are supposed to enable bonding between new and old concrete. I think that they are some type of acid that etches the surface to bond to the new concrete. If I was

I would also look at drilling the old concrete and putting in some concrete anchors or rebar that has been appropriately bend. In addition to the chemical treatments, this will help with the mechanic

My neighbors poured a new concrete floor over their old one and told me that they used some sort of special adhesive concrete that was designed to stick to the old work. They didn't do any rebar pinn

I don't know about "adhesive concrete" but there is "concrete adhesive" that is applied to old concrete before new concrete is poured over it. Typically it's very similar in composition to white glue
