I was told that one wants to "wick away" the lightning from the tower base ... which means one places the ground rods 4-5 feet away from the base and connects them above the very base of the tower .

It would appear that I was not clear enough about a major fact. There would be no ground conductor WITHIN the concrete base. The rod would be UNDER the base, and the wire OUTSIDE of the concrete base
