I think the reason was for rain run off, when you pour the cement for the base they want you to trowel it off with the center being the higher plane so water runs off so it does not pool. ___________

I'm also in the no grout camp. If you're worried about bolts rusting and such, treat them on a regular basis with WD40. I have a simple PVC cap over my tower bolts/nuts to keep the rain off them. I k
