Do you mean that you did not have the bottom section[s] of the tower in place when you poured concrete? That is necessary to assure vertical alignment of the tower! By your description, you might be

No, the 4 foot steel base is just fine, level, and correctly placed in concrete. The top of the titlover base has one of the base stubs (that is bolted in place, but stuck) is off by about 1/4 inch,
