Not having an RCS-12 in front of me, if you have voltage on multiple pins I can only assume one of two things: the jumper is in the wrong position (e.g. BCD 4 instead of 1 of 8) or there is a failure

I looks like a design problem since the voltage on any unused port should be zero and not enough to trigger another relay on the DX-engineering switch. I have, however, come up with a fix and that is
